
In collaboration with leaders in the Latino community of Winnebago County, the Coalition of African, Arab, Asian, European, and Latino Immigrants of Illinois (CAAAELII) and the Midwest Coalition for Human Rights (MCHR) started a Human Rights training in the city of Rockford. The training will be carried out between September 11, 2010 and October 16, 2010. The training will introduce the participants to the Human rights framework, to the concept of international human rights law and specific international conventions and treaties; including those ratified by the U.S. The training will also focus on the development of a system to monitor possible human rights violations in Winnebago County and the City of Rockford; especially as they are in the Secure Communities Program. The training will study the Freedom of Information Act request filed by the National Day Laborer Organizing Network (NDLON) and the Center for Community Change in the Southern New York District Court to obtain information from ICE with regards to their Secure Communities Program in that region. Finally, the training will equip participants to file claims in a Human Rights court on behalf of individuals as human rights violations take place and are well documented.
